Uh, Mr. Beckel, Head Start Doesn't Work

I am sure most of you have heard about Bob Beckel's appearance on Hannity last night.  If case you have not, he dropped the F bomb live on the air during a discussion on Head Start.  This is yet another feel good program that the left wants you to believe works, when it does not.  Virtually all data suggests that this program just doesn't work.  There are no significant improvements of the education of the students who attend this program.  It is now just a very expensive tax-payer subsidized daycare center.  


HHS released the Head Start Impact Study Final Report last week. There are several remarkable things about it:
  1. The study demonstrated that children’s attendance in Head Start has no demonstrable impact on their academic, socio-emotional, or health status at the end of first grade. That’s right. If you were a mother who lost the lottery, couldn’t get your child into Head Start, and had to care for her at home, she was no worse off at the end of first grade than she would have been had she gotten into Head Start. That isn’t to say that she was well off. In the critical area of vocabulary, 3-year-olds entered the study at the 29th percentile in terms of national norms and finished first grade at the 24th percentile whether or not they attended Head Start. That is not good.
  2. The study went virtually unnoticed. You can’t find anything about it in the Washington Post or theNew York Times or the Wall Street Journal or any other media outlet that serves the general public. The Post has 11 reporters covering education. Why isn’t a report on the effectiveness of the nation’s largest federally administered education program, one that serves thousands of needy children within the Post’s metro area, deemed worthy of newsprint? Is Head Start so sacrosanct that bad news about it is to be ignored?
  3. The report of the study was inexcusably delayed. Data collection for the first grade follow-up was completed in the spring of 2006. Best practice in federal agencies would have seen a report released 12-18 months later. In fact, a draft report was provided to government officials in 2008 but wheels turned for long periods afterwards as the contractors were pushed to try different analytic techniques in the hope that something positive for Head Start could be found. Residuals of that effort are apparent in the released report, wherein findings are reported as suggestive or moderate that do not meet well accepted standards for statistical significance. The inexcusable delays continue as a report on a follow-up at the end of third grade, on which data collection ended in the spring of 2008, is no where in sight.
The above is from a report that comes The Brookings Institute.  Hardly a bastion of right-wing thinking.  This is from January of this year.  Brookings isn't even suggesting the program be done away with, they want to "improve" it.  I guess we throw more money into it we can get a better result than what we have seen in the past 4 plus decades.  


Oh, and as an aside, Bob Beckel continued to his classy behavior by blaming Hannity for his use of the F word live on the air.  I would like to see the headlines today had that been a conservative man using that word towards a liberal female instead of the other way around.  


I wonder how big the fine from the FCC is going to be and will Fox make Beckel pay for it?

Finally, Some Truth from Bob Beckel - Liberals Created Dependent Society with Well Meaning Social Programs

Well, bless his heart for finally admitting it.  I have never said that there wasn't a certain amount of sincerity in the creation of these programs, but that doesn't change the fact that overall, they are a failure.  They don't help the people.  It just keeps them in or near poverty.  For instance, the reason that people who have been on food stamps for a long period of time have difficulty getting off is the fact that if you make even $5 more than the very low amount it takes to qualify they cut you off completely.  That $5 extra isn't going to make you able to afford to buy your own food on a permanent basis, but you become disqualified.  So what is the answer?  Don't make that $5.  It keeps people living off the taxpayer's dime instead of giving them a helping hand.  It isn't easy to get out poverty, but it can be done.  The government must stop putting people in the position that welfare programs are the only alternative.

Bob Beckel Shows What an Idiot He Is

The below video is really long, but at almost 14:30 into it, Bob Beckel comes out with the statement that we have to get over 9/11.  While I will agree that many New Yorkers are reacting to the Ground Zero Mosque on an emotional level, that doesn't mean that they are wrong.  It has been less than ten years since it happened.  I live outside of Washington, DC, and we were also hit on 9/11.  The damage done to the Pentagon was nothing compared to what happened in New York.  The Pentagon's damage was only a small part of the building and the fire was put out in a matter of days.  The city got back to almost normal in a matter of weeks.  If you didn't drive by the Pentagon you wouldn't have really known about the additional security measures. 

I grew up in Southern CT, very close to New York City.  You can be in Manhatten in 40 minutes, so I have been there many times.  Shortly after 9/11 I had this draw to go to the city to see it.  I will never forget that smell.   The buildings burned for months after the attack.  The trade center is still nothing more than a hole in the ground.  It was actually many years later until I drove home to CT.  I will never forget when I was driving on the George Washington Bridge and looked over to see big gapping hole in the NYC skyline.  No, Bob, I am not yet over it.



Do you think the men who carried out this dead firmeman should get over it? 


How bad must it have been in that building that this was the better choice? 


Should these six children get over it, Bob? 


Do you think they are going to forget this moment? 







So yes, Bob, this is still raw.  For the people who lived through this day and people who lived in the city at the time, it may remain that way forever for them.  Apparently, you can blame for it, but personally, I don't have the heart to.
