The report is of public record, so anyone can ask for it under Freedom of Information Act. <br /><br />The Griper - The federal government does have some lattitude within certain counties. They are primarily in the south. When the Voter's right act was passed in the sixties it did contain language that gave them rights to oversee laws in areas that had documented proof of voter right voilations. This is what they are using in order to change the law. The sad part is, this is a very small town that has financial woes, they can't afford to take it to court.
